If you've never looked at the Modus Operandi web site, it's worth a few minutes. Nothing there for Covert Ops but a (favorable) review, but there's useful stuff for a lot of game systems, much of which is easily adaptable (ME was percentage based - there's a lot more detail for NPCs than you see in CO, but that's not actually a problem).
In particular, under Millennium's End[1] there is an archive of about a dozen scenarios, most of which can be used with almost no modification (especially if the characters are of a mercenary sort) in a technothriller game. Russia vs. Ukraine in Antarctica, Organized crime trying to tap into ubiquitous NSA surveillance, cyberterrorism, Mexican drug runners, Israeli intelligence engaging in deniable black ops against Lebanese (easily moved to Syria, these days) terrorists, etc. They are surprisingly relevant to today's world, given that most of this was written 20 years ago. And they are generally well thought out (though some are less than 100% complete, but are still workable). Chameleon Eclectic was surprisingly visionary in many ways.
[1]A game I've always loved to read, but wouldn't want to play unless the combat system were completely computerized. It looks slower than Harnmaster, where the usual end of a sword fight is for both combatants - or maybe the players - to collapse from exhaustion.
I've looked at this site in the past, however it's a bit hard to read on my eyes, I usually have to copy and paste and change the font ;)
I feel you pain. But the scenarios are PDFs, with conventional formatting. If you can find them. :)
