No difference. Just a small oversight. We used to call them "Quirks & Descriptors" but realized that was a bit redundant & wordy and shortened them to just "descriptors." Must have left it in that bullet point, but I don't think that's harmful enough to warrant an update. We'll note it in case we do another update at a later time.
Descriptors are their own step. Quirks are additional details about your character you would like to record and remember. Walks very fast might be one of your quirks but not as prominent as only uses new equipment and wears fancy capes.

I don't think this was very apparent in the book. I've actually been hung up on descriptors not being descriptive enough. I felt there was a lot more that could be done to give a character further definition within the game without adding a lot of mechanics. I've been working on a Fate like Aspects system for my home game. It isn't tied to fate points in the way that fate points alter rolls and offer re-rolls. But I am quite taken with the idea of Fate's Minor/Major Declarations. I was reading the SoTC SRD late last night and my mind has been buzzing with possible applications.
Descriptors can be as descriptive as you want. There isn't a lot of room on the character sheet, but you could use the back, right? Looks like you want a game effect for descriptors. In an early version of BBF there were game effects tied to descriptors but we found it didn't fit with the lite model.
I don't think descriptors need an effect. As they are, they are foremost during game play just to get the DP and because they're fun.
But it is certainly worth encouraging a more defined descriptor, perhaps having the player or GM elaborate on how it should be used in role-play for gaining DP.
